186 yıllık tecrübemizle, binlerce yangınla mücadele ederken her yıl ekip, ekipman, personel ve teknolojimizi güncelledik, geliştirdik. *Ülkemiz, yangınlarla mücadelede yeterli hava gücüne sahiptir. *Ancak altını dikkatle çizmek gerekir: "Orman yangınlarını kontrol altına alan asıl güç, kara gücüdür." Sayısı binlerle ifade edilebilecek kadar uçağa sahip ülkelerde bile, haftalarca süren yangınlar yaşanmakta ve bu uçaklar müdahalede yetersiz kalmaktadır. Çünkü orman yangınları enerjisi çok yüksek olan yangınlardır. Hızla yayılmış, tepe yapmış ve enerjisi çok yüksek bir orman yangınının merkezine havadan müdahale, yalnızca ülkemizin kaynaklarının israfıdır. Bunun yerine, ateşin yayılma yönüne veya daha düşük enerjiye sahip alanlara uçaklarımız ve helikopterlerimizle müdahale edilerek, kara ekiplerimize destek sağlanmaktadır. Her bir aracın ve her bir personelin koordineli ve uyumlu çalışması büyük önem taşımaktadır. Son günlerde, ülkemizin yangınla mücadelesine yönelik yürütülen dezenformasyon içerikli değerlendirmeler; alınan tedbirleri ve verilen mücadeleyi yetersiz göstermeye yöneliktir. Bu tür söylemleri, sahada canı pahasına görev yapan #OrmanınKahramanları'nın emeklerine ve yangınların öncesinde planlama ve koordinasyon gerçekleştiren personellerimize karşı bir saygısızlık olarak görmekteyiz. Bu nedenle, kamuoyunu doğru bilgilendirme adına, bazı hususları tekrar hatırlatmak istiyoruz. 2024 yılına ait veriler üzerinden sunulacak bazı bilgi ve istatistikler, ülkemizin orman yangınlarıyla mücadelesindeki konumunu ve performansını uluslararası düzeyde daha net bir şekilde ortaya koymaktadır.

Orman yangınları açısından ülkemizin performansı Orman varlığına oranla yanan orman alanı incelendiğinde, Türkiye özellikle Akdeniz iklim kuşağındaki ülkelerle kıyaslandığında, yangınla mücadelede daha başarılı bir performans sergilemektedir. Yangınların büyük çoğunluğu insan kaynaklı olup çok kısa sürede afet boyutuna ulaşabilmektedir. Türkiye, yangına müdahale süresi açısından ortalama 11 dakikayla dünya çapında öne çıkan ülkeler arasındadır.

Ancak; yüksek sıcaklık, düşük nem ve kuvvetli rüzgâr gibi meteorolojik faktörler, yangının enerjisini çok kısa sürede artırmakta ve birkaç dakika içinde büyük alanlara yayılmasına neden olmaktadır.

Hava müdahalesi ve etkinliği Erken müdahaleye rağmen bazı yangınlar bu koşullar nedeniyle hızla büyümektedir. Bu tür yangınlarda hava aracı sayısı ne kadar fazla olursa olsun, tek başına hava müdahalesiyle istenilen sonuçlara ulaşmak mümkün olamamaktadır. Hava araçları, yangının ilerleme yönüne veya sıçrama sonucu oluşan lokal yanmalara odaklanarak kara ekiplerine destek sağlama amacıyla çalışmaktadır.

Ayrıca, dağlık araziler, dar vadiler ve sarp yamaçlar gibi riskli alanlarda uçaklara kıyasla helikopterle müdahale daha etkili ve güvenlidir.

Karma hava gücü yapımız ve görev paylaşımı Yangınla mücadelede kullanılan hava araçlarımız, uçak ve helikopterlerden oluşan karma bir yapıya sahiptir. Her iki tür farklı avantajlar sunmakta ve kara ekiplerinin çalışmalarına destek amacıyla görev yapmaktadır. Yangının kontrol altına alınması ise esasen, kara ekiplerinin yangını çevrelemesi ve doğrudan müdahalesiyle sağlanmaktadır.

Mevcut kapasitemiz ve teknik donanım Orman Genel Müdürlüğü; Milli Savunma Bakanlığı ve İçişleri Bakanlığı’nın rezerv güçleriyle beraber 27 uçak, 105 helikopterle müdahale kapasitesine sahiptir. Buna ek olarak, 14 insansız hava aracı (İHA) tespit ve koordinasyon görevlerinde aktif şekilde kullanılmaktadır. Ayrıca OTAĞ isimli, ileri düzey teknolojiyle donatılmış yangın yönetim uçağımız, operasyonların anlık takibi ve koordinasyonu görevini üstlenmektedir.

Sahadaki asli güç: Kara ekipleri 25 Bin yangınla mücadele personeli, eğitimlerini kurumumuzun verdiği 131 bin yangın gönüllüsü, 1786 arazöz, 2742 ilk müdahale aracı 831 iş makinası kullanılmakadır. Özetle; hava araçları, kara ekiplerinin etkili çalışmasına destek amacıyla görev yapmaktadır. Ancak, meteorolojik koşullarla her yangının afet boyutuna ulaşabileceği ve yangınların %84'ünün insan kaynaklı başladığı unutulmamalıdır.

Tarım ve Orman Bakanlığı’na bağlı Orman Genel Müdürlüğü tarafından yapılan çalışmalar sonucunda; teknoloji, ekipman, hava ve kara gücü ile insan kaynağı sürekli geliştirilmiştir.

2002'de 73 ton olan havadan su atma kapasitesi, bugün itibarıyla 27 uçak ve 105 helikopterle toplam 438 tona yükselmiştir.

Yangınla mücadelede insansız hava aracı kullanan Avrupa'da ilk, dünyada ikinci ülke Türkiye’dir.

14 İHA ve 184’ü akıllı 776 gözetleme kulesinin yanı sıra, yapay zekâ tabanlı sistemlerimizle artık yangınlar çok daha erken tespit edilmektedir.

Yangın tespit süresi 2 dakikaya kadar inmiştir.

2002 yılında yalnızca 637 arazöz ve su ikmal aracımız varken, bugün bu araçların sayısı 1.786'ya çıkmıştır.

831 iş makinesi de arazide hizmet vermektedir.

2002 yılında ilk müdahale aracı hiç yokken, bu sürede 2.742 ilk müdahale aracı hizmete alınmıştır.

Hava araçlarının daha hızlı su alması için, daha önce hiç olmayan yangın gölet ve havuzları inşa edilmiş ve 23 yılda tam 4.796 tanesi hizmete alınmıştır.

Bu süreçte nitelikli insan kaynağı da genişletilmiştir.

2025'te orman teşkilatına 8.500 yeni personel kazandırılmıştır.

Mühendislerimiz, muhafaza memurlarımız, ve yangın işçilerimizle, 25.000 orman kahramanı yeşil vatanın dört bir yanında çalışmaktadır.

131 bin orman yangını gönüllümüz de yangınla mücadeleye destek olmaktadır.

Orman Genel Müdürlüğü, geçtiğimiz sonbahardan bu yaz başına kadar, yangınla mücadele için gerekli bütün hazırlıklarını yapmıştır.

Bu yıl 1 Mayıs'tan itibaren ülke genelinde 1.600 noktada kara araçları, 58 noktada ise hava araçları göreve hazır hale gelmiştir.

Türkiye bugün, yangınlarla mücadelede dünyada örnek gösterilen bir ülke haline gelmiştir.

Dünyanın birçok ülkesi, Türkiye’nin tecrübesinden faydalanmak istemekte, orman teşkilatımız, çeşitli ülkelerde eğitimler vermektedir.

27 uçak ve 105 helikopterle havadan 78 ton olan su atma kapasitemizi 438 tona çıkardık. Hava ve kara ekiplerimiz, yangınlarla mücadelede koordinasyon içinde görev yapıyor. Ancak bir noktayı özellikle hatırlatmak istiyoruz: Orman yangınları yalnızca havadan müdahaleyle kontrol altına alınamaz.

Hava araçları; yangının ilk tespiti, erken müdahale ve alevlerin yayılmasını yavaşlatma açısından hayati rol oynar. Ancak yoğun duman, görüş mesafesinin düşmesi, rüzgârın yön ve şiddetindeki ani değişimler gibi etkenler, hava müdahalesinin etkisini ciddi şekilde azaltır. Ayrıca suyun yere ulaşmadan buharlaşması veya rüzgârla hedef dışına savrulması gibi fiziksel sınırlılıklar da vardır.

Yangını tamamen söndürebilen ve çevre hatlarını kapatarak ilerleyişi durdurabilen asıl güç, kara ekipleridir. Kahraman personelimiz, gönüllülerimiz yoğun ve zorlu arazi şartlarında, alevlerin önüne hat çekerek, söndürme hortumları, iş makinaları, dozerler ve elle yapılan müdahalelerle yangını kontrol altına alırlar. Bu mücadelede hava araçları kara ekiplerine destek sağlar.

Unutulmamalı ki şu anda olağanüstü meteorolojik koşullar altındayız. Sıcaklıklar mevsim normallerinin çok üzerinde, nem oranı düşük ve rüzgâr kuvvetli. Bu da yangınların hem çok kolay başlamasına hem de hızla yayılmasına neden oluyor. Ve ne yazık ki… Tüm uyarılarımıza rağmen, bazı kişiler ihmalleriyle bu yangınlara sebep olmaya devam ediyor.

Yangına sebep olanlar tespit edilerek, yasa gereği ağır cezalarla cezalandırılıyor. Bu basit bir ihmal değil, ciddi suçtur. #SebepOlma

Orman yangınlarında su kaynaklarına erişimin zor olduğu bölgelerde ülkemizin dört bir yanında inşa ettiğimiz 4 bin 630 adet yangın havuz ve göleti imdadımıza yetişiyor. Yüzlerce sortiyle binlerce litre suyu havuz ve göletlerimiz sayesinde vakit kaybetmeden alevlere atıyoruz.

Bazıları, sigara izmaritinin yangına neden olmadığını düşünüyor. Oysa büyük orman yangınları, böyle küçük dikkatsizlikler ve ihmaller sonucu başlıyor.

Orman yangını riski hâlâ geçmiş değil.

Otağ uçağının son yangınlarda “hiç ortada görünmediği” ifadeleri asılsızdır. Dünyada yangın yönetim uçağı kullanan 5 ülkeden biriyiz. OTAĞ yangın yönetim uçağımız, 2025’te 246 saat uçuş yaparak 206 orman yangınını haritalamıştır. Yalnızca 20–27 Temmuz haftasında, 76 saatten fazla havada kalarak yangın sahalarına ait yüksek hassasiyetli görüntüleri yangın yönetim merkezine aktarmıştır. OTAĞ, yangınla mücadelenin havadan koordinasyonunu sağlayan, anlık veriyle karar süreçlerini yöneten kritik bir unsur olarak görevini en yüksek etkinlikle sürdürmektedir.
